Yolo County Housing updates commissioners on vouchers, EV charging installations, migrant center schedule and Choice Neighborhood early-action plans

Emergency Housing Vouchers and consent-calendar change
Ian said the agency received 67 Emergency Housing Vouchers (EHVs) through the American Rescue Plan and that 53 vouchers remain active. He told commissioners that national projections show funding for EHVs could be exhausted earlier than initially anticipated, and staff are working with HUD guidance to transition households as funding changes. "Yolo County Housing received 67 of these, and ... We have 53 of those 67, EHVs still remaining," Ian told the commission.
Staff also noted that an administrative update approved on the consent calendar includes a provision to prioritize EHV households at the top of the HCV waitlist should families lose vouchers because of insufficient funding. That update was part of the consent items approved earlier in the meeting.
EV charging stations and celebration plans
Staff said construction began this week on an EV charging station at Cottonwood Meadows in Woodland under a PG&E-supported multifamily EV charging program. Additional stalls are planned at Yolo County Housing properties including the main office (147 West Main), El Rio Via (near Winters) and Las Casitas and Riverbend Manor in West Sacramento. Staff suggested holding a ribbon-cutting event at the main office — possibly tied to the authority’s 75th anniversary — and commissioners signaled preliminary support.
Migrant-center season and Choice Neighborhood early action
Ian said the county submitted extension requests to the Office of Migrant Services because this year’s harvest season ran late. If approved, his slide deck showed planned closing dates of Nov. 20 (Madison), Dec. 4 (Davis) and Dec. 10 (Dixon), about a month to six weeks later than typical.
On the Choice Neighborhood grant project in Woodland, staff reported a strong August engagement week with partners and residents and said the program must set aside a roughly $100,000 early-action allocation from the grant and identify matching funds. Staff described the selected early-action activity: improvements around the Tena Center including murals and a covered mobile provider space intended to host partner services such as mobile medical/dental services, a farmers market and a library bookmobile. Staff said they plan to present more details to the commission in December.
Air purifiers
The Yolo-Solano Air Quality Management District will provide free air purifiers for residents at Las Casitas and Riverbend Manor; staff said distribution would occur the week after the Sept. 17 meeting.
New Hope CDC and Cottonwood Meadowns rehab finance options
At the New Hope Community Development Corporation meeting that immediately followed, staff said they were unsuccessful with certain state and city grant applications to fund Cottonwood Meadows rehabilitation and are evaluating financing options with First Northern Bank. Staff said they hope to return to the board in October with financing options or, if needed, in December.
Next steps and calendar items
Staff told the commission they expect to present either in October or December a deeper briefing on EHV funding risks and potential tenant transitions, the 2026 commission meeting calendar for review, and other program updates. Staff also noted ongoing construction milestones and said they will prepare a press release or ribbon-cutting event materials after EV charging installations are complete.
