The Redlands City Council on Sept. 16 approved multiple contracts and procedural items across public safety, public works and housing services. Most approvals passed unanimously by roll call.
Key approvals included:
- A one-year, not-to-exceed $300,000 homeless resource services and property-management agreement with Many Mansions for the Project Homekey site at 1675 Industrial Avenue, with two optional one-year renewals (total potential compensation $900,000). Council and staff said the contract will be funded from money already budgeted under the Project Homekey award. Rick Schroeder, president of Many Mansions, and executive director Doug Menges attended and answered council questions about on-site supervision and regional experience.
- A sole-source memorandum of understanding with the Apple Valley Fire Protection District for outfitting the fire department's light fleet (radios, lights and other equipment), with a total authorizing amount not to exceed $500,000 over initial and extended terms.
- Acceptance of the City’s 2025–26 Community Development Block Grant (CDBG) award totaling $326,470, including a capital project to replace restrooms and construct pathways at Sylvan Park (just under $280,000) and funding for five community‑based organizations.
- A public works contract with All American Building Services for the 2025 Alley Paving Improvement Project for an amount not to exceed $465,000.15 to reconstruct four alleys around the city.
- Adoption of a resolution of intention to amend the city's contract with the California Public Employees' Retirement System (CalPERS) to remove the exclusion of hourly employees and to apply exclusion criteria under Government Code section 20305; the resolution initiates the contract amendment process and will be followed by ordinance introduction and adoption in a future meeting.
- Direction to retain an external labor negotiator. The council voted to retain (as stated in the motion) "John Vaki of Atkinson, Endelson, Loya, Loya, Red, and Romo" to serve as the city's lead labor negotiator for upcoming bargaining unit contract talks.
