The Planning and Zoning Commission voted 5-0 to approve the preliminary plat for The Oaks (ZA25-0056), an 11-lot single-family subdivision on roughly 13 acres at the intersection of North Kimball and East Highland. Approval was subject to the staff report and plat review summary dated 09/04/2025 and included a list of items the commission asked the developer to pursue with neighbors and the city.
Staff said the site’s future land use is low-density residential and that the proposed lots meet SF1A zoning standards. The submission included grading, drainage, tree conservation and utility plans. No surrounding property owners submitted formal responses before the meeting; several neighbors testified during the public hearing and presented specific requests to the applicant and city staff.
Residents who spoke asked the developer to locate construction access on North Kimball rather than East Highland, to provide an aesthetically pleasing entrance similar to the developer’s Hawkwood project, to explore city sewer connections for existing East Highland homes that lack municipal sewer, and to prioritize sidewalks on East Highland because students walk to Carroll Middle School. Neighbors also requested removal of unused utility poles after new service connections and stronger privacy fencing adjacent to some new lots.
Commissioners included those neighbor concerns in the motion, noting the applicant’s stated willingness to discuss construction access (preferring Kimball for construction traffic), landscaping and potential sewer work with affected residents and the city. The motion approving the plat referenced the staff report and noted recorded neighbor comments and the applicant’s commitments to negotiate utility access, trash/drive arrangements, and additional landscaping where adjacent lots abut existing homes.
The preliminary plat approval allows the developer to proceed with engineering and to prepare final plats and permits; details such as construction staging, sewer extensions, and fencing will be resolved during permitting and final plat review.
