City to sponsor CDBG application for Hub on Smith parking lot improvements; $3.2M project seeks HUD funds

Thomas Marno, the city engineer, briefed the council on Resolution 25-25, a proposed Community Development Block Grant (CDBG) application to fund parking lot and accessibility improvements at the Hub on Smith.
Marno said the project’s estimated cost remains $3.2 million. The city would sponsor the CDBG application and provide $1,277,000 toward the project if the application is successful; other funding the presentation listed as secured to date included $1,000,000 from Whitney benefits, $500,000 from the 2024 cap tax and $423,000 from a 2024 MRG award, which together would reach the $3.2 million total if HUD funding is awarded.
Marno described the scope as eliminating a long concrete island in the lot, re-marking ADA parking, adding a sidewalk around the building to improve access to front and back doors and to Whitney Commons, removing steep cross slopes that create ice and water hazards, and installing a new grease interceptor to reduce maintenance demands on the Hub’s kitchen operations. He cited a QC10 site-improvement report completed in October 2023 and said construction is anticipated to begin after bidding in February 2026 with a five- to six-month schedule, contingent on receiving grant funds.
Council members asked about whether the project cost had increased since earlier discussions; Marno said the total project cost is unchanged and that earlier numbers discussed were the amounts of funding secured rather than total project cost. Council members also asked whether the new surface would be concrete; Marno confirmed it would.
Marno said the CDBG program is administered by the Wyoming Community Development Authority and funded by the U.S. Department of Housing and Urban Development (HUD). He said the application is due Sept. 30 and the award notification is expected in January 2026.
