Staff updates committee on DR17/DR21 recovery programs, HVAP2 pipeline and multifamily project milestones

DR17/DR21 and HVAP2 numbers Deputy and program staff reported a pipeline for HVAP2 (home repair/homeowner assistance) described as 108 files in eligibility, 318 applications in process, 38 approvals from the Texas General Land Office (GLO) and 2 additional approvals pending. For the winter-storm Yuri home repair program (DR21), staff reported 215 applications in the pipeline.
Staff and council members discussed recurring title issues for generational homes and heirs where federal funding rules can restrict eligibility. The department said it is creating pathways for title clearance similar to work done after Hurricane Harvey, and that some grant-funded legal or title-clearance assistance exists to help homeowners with heirs or title challenges.
GLO reimbursements and draw standings Staff reported the city has received GLO reimbursements for prior contract costs (including personnel) and is working with GLO on pre-contract administrative costs. Staff said they expect additional approvals that will help close out DR17 contracts and extend some closeout deadlines into 2026 for multifamily and buyout activities.
Multifamily completions and projects Staff highlighted the Old Spanish Trail (OST) Lofts/River Cutting ribbon cutting (city invested $19,300,000 of DR17 funds) and said the site and on-site RYSS Academy pre-K are open and 100% occupied. Other projects reported at various stages included The Summit at Renaissance Park (96% complete), New Hope housing (60% complete), Richmond Senior Village (completed, 125 units), Rushmore Apartments (34% complete) and Andover Lofts (ongoing gap‑funding discussions with Harris County). Staff urged council members to publicize program materials so constituents can access resources.
Quotations and outreach Program staff asked council offices to share materials widely: “If you get that to the offices or the committee, we’ll blitz it out,” a council member said during the discussion. Cedric Lisen, a program staffer with day‑to‑day numbers, summarized the pipeline: “We have a pipeline of 108 that is in eligibility. We have 318 files that have applications that are in the process. There are 38 approvals from the GLO, and we have 2 that are pending approval.”
Ending: Committee members requested materials and outreach language for council newsletters and office staff to reduce applicant confusion and to encourage eligible homeowners — including elderly or disabled residents — to apply for winter-storm and HVAP assistance. Staff said they will continue monthly updates to the committee.
