La Habra council approves FY 2024–25 CDBG CAPER; staff to submit report to HUD

The La Habra City Council on Sept. 15 approved the city’s Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) program covering July 1, 2024 through June 30, 2025, and authorized staff to submit the CAPER to the U.S. Department of Housing and Urban Development. The motion passed 4-0.

Susan Louie of the Community Development Department reviewed the CAPER and said the report summarizes CDBG‑funded activities and expenditures for the year and ties them to the city’s five‑year consolidated plan. “The CAPER is a summary of the activities and expenditures funded with Community Development Block Grant, also known as CDBG,” Louie said.

Louie told the council the city expended approximately $226,458 in fiscal year 2024–25 on CDBG projects. Among the accomplishments listed in the report: funding for Fair Housing Foundation tenant and landlord education; Mercy House Living Center for temporary housing and supportive services; graffiti removal in low‑income areas; a community employment program serving adults at risk of homelessness; capital projects including Old Reservoir park improvements and residential rehabilitation efforts; and lead‑based paint and asbestos testing for low‑income households participating in rehabilitation work. The staff report estimated that 37,000 low‑ and moderate‑income people were served by these CDBG‑funded activities; staff said that figure is calculated from HUD low‑income census tract service counts.

No members of the public spoke on the item. Council Member Gomez moved approval of the CAPER and Mayor Pro Tem Medrano seconded; the motion carried 4-0. Staff will submit the approved CAPER to HUD as the city’s required annual performance report for CDBG funding.
