Landmark Commission approves metal handrails for 2323 Avenue O bed-and-breakfast

The Galveston Landmark Commission on Sept. 15 approved a certificate of appropriateness for exterior modifications at 2323 Avenue O, allowing the installation of metal handrails on the property’s front porch.

Commission staff told the commission that 11 public notices were sent and that the applicant seeks the railings for safety reasons; the property is operated as a bed-and-breakfast and staff said enhanced safety for guests is desired. Staff found the proposed metal railings “generally conform to the design standards for historic areas” and recommended approval with standard conditions, including that any significant alteration requires a separate building permit and the commission or the historic preservation officer may need to review deviations.

At the public hearing applicant Polly Jones said, “we're just putting in handrails,” and no members of the public spoke for or against the project. After discussion, a commissioner moved to approve the request per staff recommendations; another commissioner seconded the motion and the commission voted to approve. The commission’s approval carries the standard two-year expiration if no progress is made, and staff noted that an appeal of the commission’s decision must be filed with the historic preservation officer within 20 days in accordance with section 10.11 of the Land Development Regulations.

The staff report noted minimal impact to the building’s exterior architectural features and stated the new railings use materials and placement shown in the exhibits attached to the staff report. The approval is conditioned on adherence to the exhibited details and on obtaining any required building permits.
