District staff reported that a revised state funding template and changes in formula interpretation reduced an earlier $21,000 projected surplus to a roughly $1.7 million deficit for the 2025–26 budget; further changes could follow as the template is updated and average daily attendance is refined.
McKinney ISD staff told trustees Monday that updated state funding numbers and a revised reporting template turned a previously projected small surplus into an estimated $1.7 million deficit for the 2025–26 budget.
A district presenter said an earlier version of the funding template showed a roughly $21,000 surplus; the new template (version 8) reflects changes in formula funding related to the early education allotment and additional recapture. The presenter said the district received revised counts of teachers who met state funding criteria and that led to the funding change.
Administrators said the budget remains an “ever-changing target” and that further adjustments could occur when refined average daily attendance is reported or if the state revises its interpretations of funding formulas. The district said it will continue to update the board as new templates or data arrive.
No board action was taken Monday; trustees asked clarifying questions and acknowledged the volatility of state funding guidance.
