York County supervisors on Sept. 16 approved a special-use permit (resolution R25-144) authorizing fortune-telling services at 7812 George Washington Memorial Highway, where a psychic/chakra shop had been operating in a retail unit.
Planning staff presented the application and said the business — operating by appointment — offers services such as tarot readings, psychic readings, chakra balancing, Reiki and related retail sales of crystals, incense and similar items. The general-business zoning district requires a special-use permit for fortune-telling services; the request sought to bring the existing operation into zoning compliance.
Staff recommended approval subject to conditions: the owner must update the business license to include fortune-telling services, stripe parking to meet the county’s off-street parking standard (staff noted the applicant had already striped five standard spaces and one handicap space), and obtain a sign-face change permit for the existing sign face.
Supervisor discussion included some surprise at the classification of fortune-telling as a use requiring a special permit but no substantive objections. An applicant, Jacqueline Marks, attended and answered board questions. Chair Noll noted existing signage rules meant the sign structure itself was grandfathered and that only a sign-face change permit was required because the applicant had not altered the sign foundation or structural elements.
Motion: Supervisor Holroyd moved adoption of resolution R25-144 authorizing fortune-telling services at 7812 George Washington Memorial Highway; roll call recorded yes votes from all supervisors. The planning commission had recommended approval (6–0).
Applicant Jacqueline Marks: “...the shop offers chakra balancing, psychic readings, tarot card readings, meditation support, spiritual life coaching, and Reiki energy healing.”
Next steps: applicant to secure an updated business license and a sign-face change permit, and county permitting staff to complete any outstanding minor compliance items.
