NTTA selects VRX as general engineering consultant; board questions low number of bidders

The North Texas Tollway Authority board on Sept. 10 approved staff’s recommendation to negotiate with VRX for general engineering consultant (GEC) services required under the trust agreement.
Elizabeth Mao presented the vendor‑selection item and said the GEC performs required independent reviews, annual inspections, certifications related to bond sales and other trust‑agreement obligations. The procurement yielded two submittals; both were shortlisted and NTTA recommended VRX, the incumbent, for reappointment.
Director Kemp asked whether VRX had served previously; Mao confirmed they were the current GEC and staff said they were satisfied with the firm’s performance. Directors asked whether only receiving two submittals was a concern and whether the solicitation structure could be changed to attract more firms. Mao said the trust agreement prescribes many GEC duties and that the authority had intentionally separated other engineering services into different contracts to broaden competition where feasible.
Director Knight moved to approve the recommended vendor; Director Camp seconded. The motion passed unanimously.
