Airport staff: Westgate expansion, parking garage and atrium infill making steady progress

Lynn Esterbrook, ARPAW chief of development, briefed commissioners on multiple construction projects across the airport campus and highlighted recent progress photos included in the commission packet.

Key project highlights she presented:

- Westgate expansion: Drywall installation is underway and permanent power has been switched on. Esterbrook highlighted an internal “quiet room” and the monumental stair that will lead to an outdoor deck.

- Parking garage: Contractors have completed more than 85% of drilled piers and have started work on the fifth deck. Zones 1, 2 and 4 are complete and contractors will finish the south side before moving to the north side.

- Atrium infill: Structural steel beams are being installed at night to create a new floor in the atrium that will provide additional queuing and screening capacity; the team expects to continue moving beams nightly until the infill is complete.

- Central utility plant: Staff shared a 30% design rendering showing a concrete masonry base with metal panel cladding for the new plant; the project is in early design and will supply utilities for the expanded terminal areas.

Esterbrook noted that many of the images in the packet were photos rather than renderings and said the projects are progressing quickly, with some spaces expected to be available in 2026. Commissioners thanked staff for the visual summary and asked staff to continue regular updates as construction advances.
