The Audit and Finance Committee on Sept. 17 approved the meeting minutes and voted to adopt bylaws for the Community Police Review Commission (CPRC) and an amendment to the Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ) Quality of Life Commission's bylaws.
Stephanie Hall, Assistant City Clerk, presented the proposed amendments and the new CPRC bylaws. Hall said the LGBTQ commission seeks to add the office of secretary and update staff references to reflect current staffing with the Office of the City Clerk. Hall described the CPRC bylaws as a standard template adapted for the commission's initial governance.
Council Member Veil moved approval of the bylaws amendment and the CPRC bylaws; Council Member Fuentes seconded the motion and, after no objections were raised, the committee adopted the items.
During discussion, committee members asked about moving CPRC staffing from the Office of Police Oversight (OPO) to the City Clerk's office, citing resource constraints in the OPO. Hall said the clerk's office provides liaisons for about 15 boards and commissions and that the CPRC currently has staff liaisons and additional training requirements set by ordinance. Hall also said the clerk's office has three positions that serve as liaisons and that the clerk would work with departments on staffing needs.
