Winchester City’s Board of Architectural Review on Sept. 18 approved a request to cut three louver openings in a brick wall enclosing air‑conditioning equipment at 125 East Piccadilly Street.
The board approved BAR-25-286, a certificate of appropriateness application from Dale Massey, after staff described the submittal and members discussed materials, size and placement. The applicant was not present at the meeting.
City staff summarized the packet and the proposed work, saying "the packet as submitted is fairly clear. The applicant wishes to install 3 different, louvered openings in the, brick wall there on the left side of the, building." Staff noted the wall was constructed for the restaurant use and described the openings as aluminum inserts to provide additional airflow for condensers hidden behind the wall.
According to the drawings discussed at the meeting, the proposal calls for one louver opening on the longer wall facing Kent Street (near the intersection with Piccadilly) and two openings on the shorter Piccadilly facade. Board members cited the submittal for an aluminum louver insert shown in the packet and read the drawing dimensions aloud; a board member said the units in the drawing measure roughly "1 foot 4 by 2 foot." The panel agreed aluminum louvers were acceptable and that the openings should be consistent in size and finish so they blend with the wall.
A board member moved to approve BAR-25-286 "as presented." A second was recorded and the board voted in favor. With three members present, the chair called the vote and announced the motion passed.
The board did not attach additional conditions beyond the material (aluminum), consistency of size, and that the louvers be installed within the limits shown on the submitted drawings. No member requested additional specification on exact finish color beyond ensuring the louvers "blend in" with the existing wall.
The board moved on to other business after the approval.
