At the close of the Sept. 4 meeting, Winchester City planning staff introduced Gavin Kearns as the department’s new planner. Staff said Kearns comes from the University of Mary Washington and has a background in historic preservation. He will assist staff in preparing agendas and administering Board of Architectural Review applications.
The planning liaison told the board Kearns will attend meetings and work closely with staff on historic-preservation matters; the liaison said responsibility for the board could shift in the future but that staff would continue to provide board support for the time being.
No formal action was required; this was an informational introduction to familiarize the board with a new staff member who will help administer BAR applications.
