The Winchester City Board of Architectural Review on Sept. 4 approved BAR25-284, the application of Angel Garcia to add and replace exterior condenser units at 220 North Loudoun Street, after clarifying the units would be ground-mounted and that refrigerant and electrical line sets would be routed internally rather than up the building exterior.
City planning staff had referred the application to the board because the units are highly visible along a pedestrian mall adjacent to the courthouse. Board members said they were comfortable approving typical ground-mounted condensers in the same location as existing equipment but wanted confirmation the units would not be stacked on the wall or mounted vertically on the façade.
A member of the public who identified himself as Adam Milgram spoke in support and described the installation technique used by the applicant’s designer, saying, “no line set is gonna be on the exterior of the building” and explaining that the design routes most lines into a branch box under the building and reuses an existing wall penetration for a single line set. The board voted to approve the application on a voice vote; there was no recorded opposition.
