Committee reviews Firewise grant eligibility for Bonanza property; wide swath firebreak requirement may limit suitability

Staff briefed the committee on a Firewise fuel-mitigation grant being considered for the Bonanza property and explained program requirements and limits.

The grant, intended for fuel reduction and creating defensible space, requires a minimum 66-foot-wide shaded fire break in many cases. Staff warned that some parts of the target property are narrower or inaccessible and that creating a compliant shaded fire break could mean leveling or removing substantial portions of the site. Staff said the grant rules distinguish between full clearances and shaded fire breaks and that shaded breaks must be about 66 feet wide along project areas.

Reimbursement terms also constrain planning: staff said hand-removal reimbursement for some work is limited to $750 (per what was discussed in the webinar), and that the grant requires an estimate from a vendor; the recommended vendor list did not include local contractors, making it harder to secure timely estimates.

Given steep topography in parts of the property and the grant's technical scope, staff and committee members concluded the Firewise funding did not match the committee’s preference for targeted dead-brush removal and smaller-scale mitigation. Staff indicated the application deadline was imminent (two days at the time of the meeting) and that the city likely would not be competitive and the scope could significantly alter the property if accepted.

No application was submitted during the meeting; staff recommended caution and that the committee should carefully weigh trade-offs before committing to an application that requires wide clearings.
