Fulshear EDC: Harris Street work may finish in December despite billing lag

Fulshear Economic Development Corporation staff reported that work on the Harris Street corridor is expected to be complete in December, though billing and pay-application records currently understate physical progress.
At the EDC meeting, staff said paving of the two main lanes, intersections, parallel parking zones and curbs is complete; crews are paving sidewalks and excavation has begun for the Phase 2 sanitary sewer. Staff said change orders altered the project S-curve but did not add contractor charges and that the revised schedule now targets December completion.
The discrepancy between financial percent-complete and on-the-ground work drew questions from board members. Staff told the board that expense-based percent-complete shown in project spreadsheets rose from roughly 26% to about 31% after approval of pay applications 4 through 7, but that a site-based assessment taken Sept. 7 placed physical completion at about 40%.
A board member said, “If we're expecting to complete it in December, I would hope we're a lot further forward than 30%.” Hayden (EDC staff) and Matthew (EDC staff) acknowledged a lag between submitted pay apps and observed work and said they can provide the contractor's schedule and an updated S-curve to reconcile those measures.
Staff also said the pump station work has been shifted into Phase 2 to align with the timeline for the Pecan Knoll water plant coming fully online; that move will reportedly make it easier to isolate the supply line when the plant is activated. Staff also confirmed the plaza portion of Harris Street will be part of Phase 2 and that an official opening will be planned once the plaza area is materially complete.
Staff indicated they would provide the board with the contractor's milestone schedule and a physical-percent progress figure to clarify the discrepancy between expense-based percentages and observed construction activity. The board did not take formal action on the Harris Street project at the meeting.
Ending: Staff said they will circulate the updated schedule and S-curve to the board and will notify members when a plaza completion date is firmed up so a public opening can be planned.
