Committee hears baseball/softball agreements under legal review; maintenance responsibilities unclear

Committee members discussed recently finalized upper-field baseball and softball agreements and an unresolved lower-field agreement. Committee members said the upper-field agreement is "in the hands of the city attorneys" and that language across related agreements needs clarity about term start and end dates.
A speaker representing the local league said some agreements were written as 25-year terms but the start and end dates were unclear. "What's unclear in those agreements ... each of those were for 25 year terms, but the language is not really clear as to start and the end of the term," a parks staff member said.
The staff update noted two separate agreements exist: an interlocal agreement between the city and Lago Vista ISD and an agreement between the city and a local baseball/softball organization; the contract language ties the baseball agreement to the interlocal with the school district. The city attorney was reported to have assigned the matter to an associate with experience in these agreements for clarification; staff said they would follow up and press for a status update.
Representatives of the league said they prefer the city to take on maintenance to ensure safe, well-maintained fields for children and to resolve the current confusing arrangement. One league representative said the league has volunteers and the capacity to maintain fields but also noted liability and governance questions.
No formal contract was approved in the meeting; the committee heard the legal review is ongoing and that next steps depend on the city attorney’s clarifications.
