Commission approves multiple Cross Creek West plats and street dedications with standard engineering conditions

The Fulshear Planning and Zoning Commission on Sept. 5, 2025 approved a package of preliminary plats and street dedications affecting the Cross Creek West development and other nearby projects, subject to standard engineering corrections before final plat.
The commission took the four Cross Creek West preliminary plats (sections 16, 17, 18 and 19) together and approved them with conditions that the applicant complete missing and incomplete title and note items (staff repeatedly cited missing or incomplete notes numbered 2, 5, 6 and 8), add required signatory blocks for Planning & Zoning, City Council and the county, and provide owner declarations and surveyor and engineer certifications prior to final plat approval. Commission discussion also flagged inconsistent reserve counts or title-page text on some sheets; staff required those inconsistencies be corrected before final.
Applicants and staff also discussed street names and cul‑de‑sac designations within Section 16 and Section 18. Jacob Guerrero of Meta Planning Design, the applicant representative, agreed to coordinate street-name changes (examples discussed included Monarch Skies Drive/Court, Mayfield Place/Lane and Boulder Peace Drive/Court) to avoid duplicate names that could confuse emergency services. The commission asked staff to review final street-name designations before final plat.
The commission approved the Fulshear Bend Drive (Street Dedication No. 4) preliminary plat for Cross Creek West, again conditioned on completion of the noted items (missing notes, signatory blocks, owner declaration and professional certifications) prior to final plat. Staff noted some vicinity‑map cleanup (removal or clarification of stray streamlines) and the need to show the city ETJ on the title for one sheet.
The West Tower (Westover Westtower) Street Dedication Section 1 in Cross Creek West was conditionally approved; staff reported an abstract on the face of the plat did not match the legal description and required correction before final plat. The commission also emphasized sequencing: the road dedication must be approved (and become final) before final plats that rely on that road for access can be approved.
The Fulshear Junction (Closure Junction) Section 2 preliminary plat was approved; staff noted the drainage and traffic studies had been provided with the submission and recommended approval subject to the three outstanding comments being addressed prior to final.
The commission recommended approval of Tamarind Section 20 partial replat No. 2 (revising lot lines between Lot 20 and Lot 26, Block 4) with no outstanding comments. The commission also recommended the Jordan Ranch Plaza final plat after the applicant corrected one title-block item.
Motions: several motions were made and seconded on the record. Commissioner Dowdall moved to approve the Cross Creek West sections 16–19 preliminary plats with the discussed corrections; Commissioner Amen seconded. The motion carried. Commissioner Dowdall also moved to approve the Fulshear Bend Drive Street Dedication No. 4 preliminary plat and the Fulshear Junction Section 2 preliminary plat; those motions carried after seconds were given. Commissioner Malvo moved and Commissioner Amen seconded to recommend approval of the Tamarind partial replat; Commissioner Amen moved and Commissioner Dowdall seconded the recommendation for Jordan Ranch Plaza final plat; those motions carried.
What’s next: For all preliminaries, applicants must return corrected plats with the required notes, signatory blocks, owner declarations and certifications from the surveyor and engineer before the city will accept a final plat for approval. Staff and applicants agreed to coordinate on street-name finalization and map corrections.
