Later, when the commission approved the agenda as amended (with chapters 18 and 29 removed from consideration), the roll calls again recorded affirmative votes from commissioners present.
The chair then moved the meeting into public hearings. The agenda change and the minutes approval are procedural actions that set the record for the hearing items that followed.
