Commission recommends rezoning for 1141 North Kendall Parkway to general commercial (C‑3)

At a Sept. 16 public hearing, the Bay County Planning Commission voted to recommend that the Board of County Commissioners approve a small‑scale comprehensive plan amendment and zoning change for property addressed as 1141 North Kendall Parkway in unincorporated Springfield.

Planning staff explained the proposal would change about 0.8 acres from residential future land use to general commercial and rezone roughly 1.25 acres from R‑2 (single‑family and duplex) and C‑2 (plaza commercial) to C‑3 (general commercial). Wayne Porter, planning staff, said a portion of the parcel already carries the general commercial future land use and C‑3 zoning and that the request is consistent with surrounding commercial corridors along Tennell Parkway.

David O’Donnell, who identified himself as the owner of 1141 North Kendall Parkway, was sworn and noted in the hearing that “part of the property, it’s already C‑3.” No members of the public spoke for or against the application during the hearing. After brief commission discussion, a motion and second were recorded and the commission voted to recommend approval. The roll call shows Mister Christie, Mister Daffin, Mister Carter and Mister Honeycutt voting yes.

The commission’s action is a recommendation; final approval rests with the Board of County Commissioners.
