Bay County Planning Commission recommends broad Land Development Regulation updates, defers chapters 18 and 29

The Bay County Planning Commission on Sept. 16 voted to recommend that the Board of County Commissioners approve a package of proposed revisions to the county Land Development Regulations, while removing chapters 18 and 29 from the package for further review.

Staff said the proposed amendments cover routine corrections and substantive changes including language addressing live‑aboard vessels, land‑disturbance permit requirements, allowing manufactured homes in the Beaches Special Treatment Zone, and removing gas stations as an allowable use in the C‑1 zoning district. Wayne Porter, planning staff, told the commission the package is largely standard maintenance but includes those specific policy changes and a chapter‑by‑chapter revision summary provided in the meeting packet.

Porter said no public comments had been received on the proposed amendments. Commissioner discussion was brief; one commissioner asked for a correction on page 4‑3 to reference the Florida Building Code rather than a generic “standard building code.” Porter said staff would make that correction if the commission voted to forward the recommendations.

The commission had earlier pulled chapters 18 and 29 from the packet so staff can rework those chapters and return them at a later meeting. With a motion and second on the record, commissioners voted in favor of forwarding the proposed amendments. The roll calls recorded members Mister Christie, Mister Daffin, Mister Carter and Mister Honeycutt voting yes; the chair did not record a vote on the final roll call during the meeting transcript.

The commission’s action is a recommendation; final approval of any ordinance or code change will rest with the Board of County Commissioners. Porter said staff will return chapters 18 and 29 for further consideration at a later date.
