Police department reports staffing gains and shows renderings for new training facility

Police department leadership provided an informational update Sept. 10, reporting recent promotions, hires and progress on a new training facility and community programs.
Chief Doreen Joepers (identified at the meeting) said the department promoted Kyle Twaddle — previously a sergeant in criminal investigations — to captain effective Aug. 24, and that Captain Brian Houlihan recently graduated from the FBI National Academy in Quantico. Staff reported two newly hired police officers and an administrative assistant since the last meeting and said the department currently has 18 open positions.
The presentation included architect renderings for the department’s new training facility. Staff described the building as including a kitchen for visiting national instructors, two classrooms (one with tiered seating), a defensive‑tactics room, a workout facility and a shooting simulator in a shared space. Staff said the facility will provide expanded space for community engagement events, graduations and training activities and move functions now staged in garages or scattered locations into a dedicated space.
The department also announced that the Community Police Academy will begin Sept. 20 and that a police academy graduation is scheduled for Sept. 30 with an anticipated three graduates. Committee members asked about enrollment in the community academy and were told registration remained open.
No formal committee action was required for the informational update.
