Public Works committee approves guaranteed maximum price for 70 Fifth Street bridge repairs; full closure planned

The Overland Park Public Works Committee on Sept. 15 recommended City Council approve guaranteed maximum price (GMP) task order No. 2 with Pyramid Contracting Inc. to repair the 70 Fifth Street bridge over BNSF Railway and Turkey Creek (project BR2944). The committee voted unanimously.
Eric, a city staff presenter, said the project was rebid as a design-build after earlier attempts produced no bidders or bids that were rejected for cost. “We selected the contractor and the designer as a team, based on qualifications ... Pyramid Contractors and Peppercorn Engineering is the team we selected,” Eric said.
Staff explained the design-build approach allowed the team to order long-lead items earlier and reduced risk and cost. They said the negotiated GMP is approximately $1,981,411.40 and that the negotiated price is about $300,000 under the prior bids while addressing unanticipated soil conditions that required drilled shafts.
City staff recommended, and the committee approved, a full closure of 70 Fifth Street for the repair work. Staff described the closure as 50 working days and 68 total days; they said temporary support work would begin as soon as possible but that the closure of the bridge deck would not start until March 1, with work running into early May. Staff noted they have coordinated the closure timing with Merriam school district and emergency services and will use detour signage; they emphasized response windows for emergency vehicles can be met on established detour routes.
Tara moved approval of the GMP task order and a second was recorded; the motion passed unanimously. The staff recommendation noted the contract is within the interlocal agreement with Merriam and that coordination with police and fire for detours is in place. The committee record shows the project will continue to Council for final contract approval.
