Commission awards Pine Tree Estates roadway contract at about $6.03 million; home assessments estimated

The City of Parkland commission on Sept. 12 approved a contract award for Pine Tree Estates roadway improvements to Asphalt Paving Systems Inc. for a total amount not to exceed $6,029,000, including a 10% contingency. City Engineer Richard Biagini said the award follows negotiation sessions with the bidder and moves the project toward construction.

Biagini and staff described the award as the result of a multi-year process. City staff and commissioners characterized the outcome as both less expensive and faster than earlier projections; engineering staff conservatively estimated construction completion in March 2027. The commission approved the award by unanimous roll call.

Assessment estimates and payment options: City Manager/Finance staff provided homeowner cost estimates tied to the project’s funding plan. Staff said a homeowner who elects to pay a one-time lump sum would pay about $5,743; a 20-year financed option (non-ad valorem special assessment added to the tax bill) would produce an estimated annual payment in the $480–$550 range, depending on final loan terms. Staff indicated the first special-assessment payments would not be due until fiscal year 2027 and that the commission will bring further assessment-related agenda items in the following months to set final rolls and payment windows.

Project scope and contracting: The contract (RFP 2025-07) covers roadway improvements in the Pine Tree Estates neighborhood. Biagini confirmed the award includes a 10% contingency and that staff negotiated terms with the recommended contractor. He said negotiated prices and construction approach were intended to shorten the timetable compared with conventional approaches.

Public input, community leaders and residents: Commissioners and residents who were involved in prior outreach were thanked during the item; multiple elected officials and community volunteers — including identified resident organizers — were acknowledged for advocacy and involvement in negotiations and settlement agreements that shaped the funding plan.

Votes and next steps: The commission voted unanimously to award the contract (motion by Commissioner Canerman; second by Commissioner Breyer). Staff said they will return with final assessment roll details and said homeowners who want to pay in full would be given a 60-day window (staff indicated a late-December to mid-February timeframe) to submit lump-sum payments before financed assessments are placed on tax bills.
