Parker council approves budget amendments, appoints city attorney and clears temporary park-rule suspensions for ParkerFest

At its Sept. 16 meeting the Parker City Council approved a package of formal actions including a fiscal-year budget amendment, an appointment of outside legal counsel, a temporary suspension of park rules for a city event and authorization to participate in a national opioid settlement.

Budget amendment: The council approved Ordinance No. 900, a multi-part amendment to the FY 2024–25 operating budget. Major changes approved by the ordinance included moving $100,000 into the general fund buildings-and-structures account to cover hail-storm repairs (the expense is the portion not covered by insurance); transferring $1,240,418 from the general fund to a utility construction fund (the balance of state and local fiscal recovery funds being applied to utility construction); moving $500,000 into the water-purchase account to cover higher-than-anticipated costs associated with the city’s new second water take point; increasing road/professional services by $75,000 to cover legal fees; and transferring $2,700,000 from the utility impact-fee fund into the utility construction fund to help pay for a water line replacement and an elevated storage tank. Council approved the ordinance by a recorded voice vote; the mayor called the motion carried 5–0.

City attorney appointment: The council approved an ordinance appointing Catherine Clifton (through her firm) to serve as the city attorney and to provide legal services under the presented contract. During discussion a council member clarified that the contract is with Clifton’s law firm and that Clifton is the principal responsible attorney under the contract. The council approved the appointment by unanimous vote.

Park rules suspension for ParkerFest: Council approved Resolution No. 2025-860 to suspend select park code provisions (park code sections 97.11 and 97.14) to allow ParkerFest on Sunday, Oct. 19, 2025, from noon to 8 p.m., subject to standard conditions. Several council members asked staff to return on a future agenda with proposed language to permit the city administrator or mayor to grant such administrative suspensions for city-sponsored events rather than requiring an annual resolution; councilors also discussed whether the noise ordinance should explicitly exempt city-sponsored events.

Opioid settlement participation: Council approved Resolution No. 2025-861 authorizing the city to participate in a proposed national opioid settlement. Staff said participating makes the city eligible for a share of distributed settlement funds but that opting in waives the city’s right to independently sue the same defendants; council members discussed that tradeoff and then voted to participate.

Consent agenda and minutes: The council approved the consent agenda (minutes from Aug. 27 and Aug. 30, 2025) by a 5–0 vote.

The meeting record shows each measure carried without a recorded “no” vote. Council discussion on the budget item included questions about timing and whether recent rains had reduced water sales revenue in the current year; staff said the budget moves addressed timing and cash-flow questions and that revenue expectations could improve in the next fiscal year.
