McKinney council approves aggressive‑panhandling ban, delays downtown sleeping and camping rules for further planning

McKinney — The McKinney City Council on Tuesday, Sept. 16, voted 7-0 to add a citywide prohibition on aggressive panhandling and postponed action on two related ordinances that would restrict sleeping or lying down in downtown public spaces and prohibit camping in parks and other public areas.

The aggressive‑panhandling ordinance (agenda item 25‑3179) defines and bans conduct that blocks or interferes with pedestrian or vehicular passage, uses violent or threatening gestures, or targets people waiting in line for entry; council members approved that measure with no sunset clause.
