Board approves consent agenda, BID plan and a 3% trash fee increase; meets in closed session on development negotiations

Consent agenda: The consent agenda included approval of minutes, several liquor and fermented-malt-beverage license applications, an unenclosed-premises permit and the bill list for August 2025 totaling $3,133,549.61. A motion to approve the consent agenda passed unanimously.
Business Improvement District (BID): The board approved the draft 2026 BID operating plan after the General Government Committee recommended it. Officials said assessments remain the same as the prior year, sponsorship revenue rose by about $56,000, and the BID increased its flower expenditures to $10,000 to maintain downtown appearance. Trustees praised the BID's marketing and events program.
Refuse and recycling charge: The board approved the garbage-and-recycling fund report and a special charge for 2026 that reflects a 3% increase over 2025; the residential unit charge will be $179.34 for 2026. Officials said this is the last year of a seven-year contract with Waste Management that calls for 3% annual increases and that the village seeks to build fund balance ahead of future contract negotiations.
Closed session: The board voted unanimously to convene in closed session under Wisconsin statute 19.85(1)(e) to discuss negotiation strategy on multiple items: a possible three-year service agreement for assessment services (2026'28); possible development agreements involving properties in Tax Incremental District (TID) 19 (Sher Flick and Werkzug LLC), TID 15 (Bella Vista subdivision), and TID 18 (Old Orchard Road). The motion and roll call for closing the public meeting were recorded in the minutes.
