City Attorney and staff had earlier advised that agenda notice rules changed in part to reflect House Bill 1522 requirements for budget‑related notices; they also said they would examine notice sufficiency for other agenda items. Council directed staff to rework the packet and return the item properly agendized at a future meeting. No ordinance language was adopted.
The action defers a decision about changing local signage and posting requirements for development review until staff prepares separate, clear materials and recommended ordinance text for council consideration.
