Commissioner Barrientos, reporting from the Public Services/ESG committee, said the committee heard an update from Jessica Gallaschott, director of the Office of Community Care and Empowerment, about child care services and the ECOS (Early Childhood and Out‑of‑School Time Services) program. Barrientos summarized eligibility guidance staff provided: HUD project allocations use income and census data; 80% of area median income is the stated income limit for program eligibility (Barrientos quoted a current figure of $93,850), homeless individuals are automatically eligible for ESG funds, and HOPWA requires documented medical need and low income.
On the provider question, Barrientos said Brian's House closed its doors May 31 and had been the sole provider for children with certain physical and mental disabilities. “It definitely put a dent in what the city could do,” Barrientos said. Commissioners were told that Vogel Outflow (recorded in the transcript as “Vocal Outflow”) is the agency now providing childcare assistance to children experiencing homelessness; commissioners asked staff to clarify where former Brian's House clients are being served.
Commissioners asked for a fuller briefing from staff on ECOS and indicated they may convene a special committee meeting to gather input before finalizing program budgets. The Public Services committee agreed to meet Sept. 29 at 5:30 p.m. to discuss ECOS; the date and time were confirmed during the Sept. 4 meeting.
Chair Rubin and other commissioners asked staff to bring additional program detail to the commission and to provide follow-up on placement options for children previously served by Brian's House. The discussion resulted in a scheduling direction to ensure commissioners receive a full briefing before the Oct. 9 meeting when the annual action plan items are on the agenda.
