Council advances Citizen Complaint Review Board membership changes and recommends two appointments pending ordinance change

City staff told the Huber Heights City Council at its Sept. 16 work session that proposed amendments to the Citizen Complaint Review Board (CCRB) membership requirements are intended to broaden eligibility and allow the city to fill vacancies more readily.
A staff presenter said the CCRB was established in 2023 and that its original membership requirements were narrowly written, which hindered recruitment. The Cultural and Diversity Citizen Action Commission reviewed the proposed changes and voted about 7–0 in favor of recommending the amendments.
Staff asked council to move the ordinance to the Monday council meeting and adopt it as emergency legislation so that pending appointees may be seated promptly. Following that recommendation, staff also recommended appointment of Howard Adams and Tierra Brookshire to the CCRB for terms ending Dec. 31, 2028, contingent on the ordinance change. Background checks had been completed, staff said.
Council agreed to place both the ordinance and the appointments on the Monday meeting agenda. No final vote was taken at the work session; the council directed staff to proceed with formal consideration and appointment at the regular meeting.
