Advisory board approves prior meeting minutes; park foundation donation, budget and fee studies discussed

The Garland Parks and Recreation Advisory Board approved the minutes of its previous meeting by voice vote at its Sept. 3 session after a motion to accept the minutes was made and seconded.

Board members also received a Park Foundation update. Jason Agari (board member) reported the foundation plans to present a donation check to the Buddy League on Oct. 4 and that recent fundraiser activity (a Holford event) raised about $1,200 to be used for Buddy League field enhancements and bench donations at multiple parks.
In a separate budget update, Keith Reagan summarized the department's approved fiscal package: the City Council approved the budget in a 9‑0 vote. Staff said council had requested additional analysis on four fee proposals before any mid‑year changes: a season pass for Holford, a citywide aquatic pass allowing access to all three locations, a senior discount or senior pass, and peak/off‑peak pricing. Staff said they will return to the board with recommendations in January or February to allow implementation before the following season.
Board members asked whether the department could sustain the police after‑hours program; staff reiterated the original patrol funding was one‑time money and that they are exploring department budget reallocation, grants and other options to continue some level of service.
The board was also told the department will provide an update on National Recreation and Park Association (NRPA) accreditation after staff attend the NRPA conference.
