The DeSoto City Council convened in executive session on Sept. 15 to discuss employment matters related to applicants for the position of city secretary and returned to open session without taking action.
Mayor Rachel L. Proctor said the council would meet in executive session “pursuant to the Texas government code, section 551.074, personnel, to discuss the employment and applicants for the position of city secretary.” The council then recessed into closed session and later reconvened; Mayor Proctor announced, “There is no action as a result of that executive session.”
The council confirmed the formal motions to adjourn the executive session and later to adjourn the special meeting were handled with recorded movers and seconders and passed unanimously. Council member Leticia Hughes moved to adjourn the executive session; Mayor Pro Tem Crystal Chisholm seconded. At the end of the evening, Mayor Pro Tem Chisholm moved to adjourn the meeting and Council member Perrette Parker seconded; the final motion passed unanimously.
No hire, appointment, or other personnel decision was announced during the open session portion of the meeting. The council indicated only that any action resulting from the executive session would be taken in open session, but none was presented on Sept. 15.
The council’s use of executive session cited Texas Government Code §551.074 for personnel matters, the city announced at the meeting.
