Glenn Heights council adopts 0.562795 tax rate; council asks staff to clarify messaging to residents

City Manager Clifford Blackwell presented the proposed tax rate and noted the ordinance represents the second reading. Blackwell and council members discussed that, though the rate itself was not being raised beyond the ordinance approved at the meeting, rising property valuations can cause an increase in individual property tax bills even when the rate is unchanged or slightly reduced.
Mayor Brown asked staff to prepare clear outreach materials — including social-media graphics and information to be mailed with water bills — explaining the difference between the tax rate and the amount of revenue collected. Councilmembers said they had already seen social posts incorrectly asserting the city had “raised taxes” and asked staff to explain that state law can require certain text and that increased collections can result from higher valuations rather than a tax-rate increase.
A motion to approve the ordinance adopting the tax rate (recorded vote 6–0) passed following a brief executive-session break for legal consultation. The council cited the adopted rate as 0.562795 per $100 of assessed value in the ordinance language and recorded the unanimous vote.
