Council approves $10,000 EDC incentive for Dickinson depot repairs after debate over building condition and air‑conditioning

The Dickinson City Council voted to approve a $10,000 Dickinson EDC incentive to help pay for emergency repairs at the city depot after a lengthy discussion about the facility’s condition, long‑term maintenance and an air‑conditioning failure.

Council members and staff said the depot has received incremental repairs over many years but continues to show deterioration. Public works and facilities staff described nails popping and wood deterioration in areas exposed to standing water under the building. Facilities staff said they want a written plan for the depot’s future use and funding path before committing to further large expenditures.

Councilmember Kevin Edmonds and others raised the question of whether tenants and nonprofits that use the depot should share costs for repairs or whether a broader strategy should guide investments. Facilities management noted an immediate liability concern for visitors accessing ramps and steps and reported the depot’s air conditioning had failed; the precise cost to repair the HVAC system had not been determined during the meeting.

Council first considered postponing to obtain more complete bids and HVAC cost estimates; that motion failed. A subsequent motion to approve the $10,000 incentive passed. Staff said the money will retroactively help cover emergency repairs that had already begun and that the AC repair will be handled via a separate request.
