Benbrook resident urges TAD to resume annual appraisals, warns appraisal freeze could raise taxes

At the Sept. 4 City Council meeting, Benbrook resident and candidate for a Tarrant Appraisal District (TAD) board seat Eric Crowe addressed council about the appraisal freeze and its local effect.
Crowe said TAD instituted a market‑value freeze on existing residential properties and will not reappraise those homes until 2028. He said new data show taxable value growth in the county was driven by commercial property this year and that average market value for Benbrook homes declined about $11,000, a shift not reflected for many homeowners because of the freeze.
"Protests were up 8%...Homeowners who did protest saw a substantial reduction, which tells us that property values are going down in the county," Crowe said, and warned that homeowners who did not protest would pay taxes on "overvalued property." He urged that yearly appraisals provide the most accurate data for cities to budget and recommended TAD return to annual appraisals.
Crowe identified himself as a candidate nominated by conservation districts for the TAD board and asked council to note his candidacy. He provided a packet with data on residential values and said he had included a résumé for council consideration.
Council did not take action on Crowe’s comments during the meeting; the remarks were recorded as part of the public comment period.
