Benbrook held a public hearing on the proposed 2025–26 budget and the proposed 2025 property tax rate during the Sept. 4 City Council meeting.
Finance Director Overgaard presented the proposed tax rate — 0.555 per $100 of assessed value — the same rate as the current year. He provided a breakdown: 0.5191 for the general fund and 0.0359 for debt service. Overgaard said one cent of the property tax rate would generate an estimated $357,541 in revenue and reported new construction taxable value at $20,314,919.
Overgaard reviewed budget figures the city will consider on Sept. 18: an estimated beginning general fund balance of $23,747,951; projected revenues and transfers in of $26,528,441; projected expenditures of $25,928,441; a planned transfer out of $600,000; and an estimated ending general fund balance of approximately $23,747,951. For the debt service fund he reported an estimated beginning balance of $387,533, revenues of $1,199,380, a $74,444 transfer from the stormwater fund, and estimated ending balance of $393,019.
Overgaard said notices required by state law had been published in the Fort Worth Star‑Telegram, with an initial notice on Aug. 27 and a second scheduled for Sept. 10, and that Tarrant County had been asked to calculate the no‑new‑revenue and voter‑approval tax rates. He emphasized the council will adopt the budget and property tax rate at the Sept. 18 meeting; the public hearing this evening is part of the required process.
Mayor opened and closed the hearing after no public comments were offered on the budget or rate. No vote on the tax rate or budget occurred on Sept. 4; final consideration and adoption are scheduled for Sept. 18, 2025.
