City approves interlocal with Fort Worth for rabies testing; fee set at $250 per specimen

Benbrook City Council approved a two‑year interlocal agreement with the City of Fort Worth to process and ship suspected rabid animals for laboratory testing.
Police Commander Cooper explained the longstanding practice: specimens are transported to Fort Worth Animal Control for processing and shipment to the laboratory and test results are returned to Benbrook Animal Control officers. "The annual interlocal agreement is written on a per case basis and the 2025–2026 contract fee is $250 per animal," Cooper said.
Cooper told council the city averages about five specimens processed each year. Staff recommended council approve the 2025–2026 interlocal agreement at the $250 per‑animal fee.
Councilmember Franklin moved to approve; Ms. Mackey seconded. The motion carried 6–0.
The agreement continues a 1999 arrangement between the two cities; staff said Fort Worth conducts the specimen processing and shipping and returns lab results directly to Benbrook’s animal control staff.
