San Antonio City Council approved a plan amendment and rezoning for parcels near the airport previously recommended for denial by staff; the applicant offered an alternative zoning classification (C2) and an amended site plan that the council accepted.
Staff reported 16 notices were sent and two responses in favor with no recorded opposition. Councilmember White and others discussed staff’s recommended denial and the developer’s alternative; councilmembers and a member of the public, Jack M. Finger, questioned earlier cases where staff, commission and council had disagreed and urged adherence to planning recommendations. The developer’s representative presented an amended plan and proposed zoning (C2 flex base) and the council moved to approve as amended.
A motion to approve the amended plan and rezoning passed on the record. The transcript does not record a roll‑call tally.
