An attorney representing a neighboring business said prior unpermitted demolitions and driveway construction had created safety and traffic problems. Public commenters noted that the rezoning had previously been denied in February and that 30 percent of returned notices were opposed, which required a supermajority to approve. Council discussion emphasized equity and environmental burden in the area and the neighborhood associations’ unified opposition.
The motion recorded as carried denies the rezoning; the council did not adopt the proposed conditional C-2 P designation. Council members moved to the next agenda item after the vote.
