The San Antonio City Council voted Sept. 4 to approve a plan amendment and rezoning for properties at 1921 and 1923 Burnett Street, changing the land-use designation from medium-density residential to urban mixed-use and rezoning the parcels to IDZ-1 with uses permitted in the C-1 Light Commercial District.
City staff recommended denial and offered an alternate recommendation of MF-33 with conditional use for food service or professional office; the Planning and Zoning Commission recommended approval. Public commenters included the property owners, who described plans for community-focused uses including classes, outreach to seniors and students, a cafe, ministry activities and leasing professional offices. Opposition testimony was limited in this hearing.
Council Member Castillo Anguiano, representing the district, moved to approve after noting applicant engagement with neighbors. Council discussion was brief; the motion and a second passed.
The applicant and property owners described outreach to nearby institutions including St. Philip's College and Fort Sam, and said the use would include a co-working space with a coffee bar open to the public, professional office leasing and community services. Staff noted returned notices and that the Harvard Place East Lawn Neighborhood Association was not opposed. The approved zoning allows the site to operate under IDZ-1 standards and the applicant agreed to an amended site plan and conditions presented during the hearing.
The council recorded the motion as carried and moved to the next item.
