The San Antonio zoning and land use session on Sept. 18, 2025 produced several final actions and continuations: the council denied item 11 (a proposed change to allow oversized vehicle storage at 8802 Troy Drive), approved item 16 (a change of zoning at 318 Historic Old Highway 90 that allows alcohol sales), approved a consent agenda covering multiple routine items, and continued other items including the plan amendment and rezoning for 117 Raymond Street (items 17 and 18) to Oct. 2.
Item 11 — denial Staff described item 11 as a request to change zoning from R4 to C2 CD with a conditional use for oversized vehicle storage at 8802 Troy Drive. The staff presentation said both staff and the Zoning Commission recommended denial and noted neighborhood opposition: “Staff and Zoning Commission recommend denial,” the staff presenter said. Public commenters, including Jack M. Finger and the Harlandale McCollum Neighborhood Association, urged denial. Council member Villagran moved to deny the application; the motion carried.
Item 16 — approval Item 16 proposed changing zoning from C2 NA to C2 for property at 318 Historic Old Highway 90. Staff recommended denial while the Zoning Commission recommended approval; the Los Jardines Neighborhood Association supported the application. Councilwoman Castillo said the neighborhood association found the applicant’s presentation exemplary and moved to approve; the motion carried.
Items 17 and 18 — continued Items 17 and 18 (a plan amendment to the Lone Star Community Plan from low‑density residential to low‑density mixed use, and a rezoning at 117 Raymond Street) required a supermajority for approval because a significant portion of the noticed area returned opposition. Councilwoman Castillo said a supermajority was required and moved to continue the items to Oct. 2; the motion carried.
Consent agenda and other continuations The council approved the consent agenda, which included items 1, 2, 4, 5, 6, 7, 8, 9, 12, 13, 19, 20 and 22. Earlier in the meeting the council also voted to continue items 3, 10, 14 and 15 to Oct. 2 and to continue item 23 to Oct. 16.
Public comment highlights on consent items During public comment, Jack M. Finger raised concerns about a proposed battery storage site near single‑family residences on Marbach Road and objected to multiple alcohol variances that would locate liquor sales within 300 feet of schools. Those consent items were not pulled for separate discussion and the consent agenda passed.
What this means Decisions on items 11 and 16 change the zoning map for those parcels; the council deferred other contested items for additional public input and staff follow‑up. Several items will return to the council on Oct. 2 or Oct. 16 for further consideration.
