Audit office forwards 2026 audit plan to City Council for Oct. 9 session

City Auditor Barbie Vargas presented the City Auditor’s proposed audit plan for fiscal year 2026 and the Audit Committee voted to forward the plan to the City Council for its Session A meeting on Oct. 9.
Vargas said the plan includes 32 audits, three consultant projects and follow-up work including analytics and data analysis. The plan was developed using a high‑risk evaluation to prioritize audits; some items originally considered for 2025 were carried into the 2026 plan because of operational changes, recent RFP activity or because timing made an audit less useful this year.
Vargas noted that the parking operations audit had been deferred earlier because of an ongoing RFP process and that other items—such as workforce development (Project Quest) and strategies and services for people experiencing homelessness—are included in the 2026 work plan. Committee members asked that the plan display when each department was last audited so councilmembers can see audit cadence at a glance; audit staff agreed to add that column before presenting to council.
Given the city’s budget deficit, Vargas said the office prioritized audits with revenue and security implications; roughly 10 of the planned audits include a revenue component. The committee moved and seconded the request to schedule the audit plan for the Oct. 9 Session A agenda; the motion passed.
The plan may be modified during the year if significant changes arise; audit staff said they will track and report material changes and follow up on recommendations as part of their audit tracking cycle.
