Teachers' union raises alarm over wellness-day changes, printer replacement communications and staffing shortages

The Howard County Education Association told the Board of Education on Thursday that recent operational changes and communication failures are harming staff morale and could worsen an already strained staffing picture.

At the public-appointment segment, the HCEA representative said system leadership told the union that the district planned to reallocate wellness-day time to additional professional development, a change the union says was announced without meaningful negotiation or a systemwide message to staff. The union said some schools have been told wellness time was reduced to 90 minutes and that mixed messages at the school level have left staff worried about being required to work long blocks without a lunch break.

"It is inconceivable to us that staff will be required potentially to work five hours straight without time to eat," the HCEA speaker said, arguing that negotiated contract language governs how leave is applied on wellness days and should not be overridden by central office decisions.
