Kaufman County commissioners approve $1.03 million road purchase, start contract talks for transportation bond program and adopt truck restrictions

The court accepted a consent agenda that included approval of minutes from Sept. 9, acceptance of a 2026 continued-improvement grant in the amount of $35,437 for an indigent-defense coordinator and acceptance of the STAR Transit report for August. The judge called for a motion; the motion was seconded and the court voted in favor.
For road repairs in Precinct 4, the court approved a purchase from Texas Materials Group to support work on County Road 4023. County staff said the purchase would use pricing available under a Dallas County IFB (noted in court as IFB 2022-046-6961) and an Ellis County contract (noted as 2024-1010). A county staff member told the court that specifications had been reviewed and met procurement requirements; the motion to approve the purchase carried.
On RFQ 2025-008 for transportation bond program planning and administration, two firms submitted qualifications: ITS (top score, 280 points) and Freese and Nichols (272.5 points). The court approved moving forward with contract negotiations with ITS, the top-ranked proposer.
The court opened a public hearing on proposed no-through-truck signs for several Precinct 4 roads — including County Road 4076 in Scurry (with County Road 4074 as an off-route), Lanier Road in Combine (using Davis Road and Harlem Road as alternates) and Alta Road — and asked for public comment. No members of the public spoke during the hearing. After closing the hearing, the court approved placing no-through-truck signage on the listed roads.
County auditor-related business and budget approvals followed. The court approved routine line-item transfers and a set of claims for payment presented by county staff. Staff reported accounts payable invoices of $1,869,029.35 (mostly insurance and prepaid expenditures), juror checks of $9,660 and payroll of $2,062,937.83, for a total payout of $3,941,627.18; the court voted to pay those amounts.
Other administrative items noted at the meeting included announcements about the farmers market reopening at the Poor Farm beginning Sept. 27, a low-cost pet vaccination/spay-neuter/microchip event, and National Voter Registration Day programming on the South Campus.
The court adjourned after approving the listed items.
