Court creates East Ridge and Sunshine Trail Public Improvement Districts; developers to finance infrastructure

Bexar County Commissioners Court approved orders to create two Public Improvement Districts (PIDs) on Sept. 9 after the City of San Antonio finalized related development agreements.
East Ridge PID (Precinct 4): The petitioner Kingfish Development LLC proposed a 99.18‑acre development near Calaveras Lake with 483 single‑family homes, conservation/open space and commercial acreage to be determined. The developer estimated $20.6 million in public infrastructure costs for streets, sidewalks, water, drainage and sewer; taxable value at full buildout was projected at roughly $132.8 million by 2036.
Sunshine Trail PID (Precinct 1): The petitioner Jen Holtco 24 LLC (developer Leonard Holmes/Texas Land & Construction) sought a 99.49‑acre PID with 770 single‑family units and infrastructure costs estimated at $41.6 million (streets, utilities, sewer lift station and traffic work). Buildout taxable value was projected at about $231 million when fully developed.
Both petitions requested 30‑year terms and the authority to levy ad valorem and sales/use taxes within the PID to finance eligible infrastructure. County staff reviewed the petitions, noted existing ag valuations and the limited current tax base (small annual payments while land is in agricultural use), and recommended approval. Commissioners discussed the potential benefits for rural infrastructure and housing choices and approved both orders by voice votes.
Why it matters: PIDs let developers fund public infrastructure through assessments or tax increments tied to the new development, reducing immediate county capital outlay while enabling sewer and road construction in areas the county otherwise could not afford to serve.
Votes: Commissioner Calvert moved for East Ridge approval; Commissioner Moody seconded. The motion carried. Commissioner Clay Flores moved for Sunshine Trail approval; Commissioner Rodriguez seconded. Both orders were approved on voice votes with no recorded opposition.
