Finance staff warns of state budget uncertainty; enrollment preliminarily up from spring

District finance staff told the board the state budget impasse could delay state aid payments and urged preparedness in case October payments are withheld.
Staff explained the state fiscal year begins in three weeks and that negotiations among branches had stalled; if state aid payments due Oct. 20 are delayed the district may need to use fund balance or secure short-term borrowing. Finance staff said the district is in “excellent shape” to weather a short disruption but would begin preliminary conversations with a local bank about borrowing and would present any borrowing plan to the board before proceeding.
Food-service funding could also be affected: the transcript references the Mission School Meals program funding that would expire Oct. 1 if not renewed. Staff said the district’s contingency plan would be to revert to the federal free/reduced lunch program, which would require families to submit federal application forms; staff also discussed using food-service fund balance to cover unreimbursed portions for eligible reduced-price students.
Initial enrollment figures provided to the board were 2,991 FTE as of Sept. 4, an increase of 41 FTE from the spring count, which staff described as preliminary until official count days and audited figures are completed in October and later.
No board action was taken; staff said they would monitor budget progress and return with updates.
