Javier Enriquez, senior public affairs specialist with the South Coast Air Quality Management District, used the council’s public‑comment period on Sept. 9 to announce that more than $417,000,000 is available through the Invest Clean program. He outlined four funding opportunities:
• Charging Infrastructure Program — offsets costs of DC fast chargers for Class 4–8 vehicles; eligible applicants include charging station developers, operators and fleet operators, including truck stops and distribution centers.
• Truck Replacement Program — a scrap‑and‑replace program to transition Class 8 diesel goods‑movement trucks to battery electric alternatives (examples: heavy haulers, box trucks, dump trucks, refuse trucks).
• Battery Electric Cargo Handling Equipment Program — scrap‑and‑replace for diesel yard trucks or top handlers at warehouses and freight facilities.
• Battery Electric Switcher Locomotive Program — scrap‑and‑replace program for diesel‑fueled switcher locomotives, with charger infrastructure eligible for funding.
Enriquez said application details are on the Invest Clean webpage at aqmd.gov/investclean and that the deadline to submit an online application is 12 p.m. on Nov. 28, 2025. He said he would provide the link to the city clerk as well.
Why it matters: The funding opportunities target emissions reductions in freight and goods movement, a sector important to regional air quality. Eligible local stakeholders include fleet operators, warehouses and freight facility owners.
No council action was required; the announcement was provided during the public‑comment period.
