Planning commission recommends Board approve zone changes at Mojave intersection of Highways 14 and 58

The Kern County Planning Commission on Sept. 11, 2025 voted 3-0, with two members absent, to place a zone-change recommendation before the Kern County Board of Supervisors for four parcels at the southeast corner of Highway 14 and Highway 58 in the Mojave area.
Planning staff described the proposal on the consent calendar as a reclassification to planned-development overlays. Planning staff member Mr. Murphy said, "The staff recommendation is to advise your commission to recommend the board of supervisors to enact ordinance and approve the zone change as requested and adopt the suggested findings as set forth in the attached draft resolution." The commission approved the item on the consent calendar without public comment.
According to staff, the request would change zoning for the four areas as follows: Area 1, CH to CHPD; Area 2, M2 to M2PD; Area 3, M3 to M3PD; and Area 4, CH to CHPD โ each described by staff as a change to a more restrictive district. The item was heard and recommended on the consent calendar, where staff noted the applicant had been informed of any special conditions and had no objection.
A motion to approve the consent calendar item "as read into the record" was made and seconded, and the clerk recorded the outcome as "3 ayes, 2 absent. Motion carries." The commission did not receive public testimony on the item.
The next step for the proposal is consideration by the Kern County Board of Supervisors, which would need to enact the ordinance and adopt the draft findings to complete the zoning change process. The date for Board action was not specified during the hearing.
