Unite Us demonstrates statewide data'sharing pilot for reentry services

Unite Us gave a demonstration of a planned pilot to allow state agencies to share secure, consented client information and to close referral loops for justice'involved individuals.
Brian Longo, a representative of Unite Us, told the task force the platform is configurable and designed to serve as "connective tissue'" between disparate agency systems so users can make secure referrals and see whether an individual received services. Longo said the system can start with standard demographic fields and be configured to include outcome measures the state needs.
Longo described three problems the platform aims to address: difficulty linking an individual across agencies that use different systems and identifiers; difficulty connecting an individual to the range of services they need; and gaps in data that prevent a clear picture of outcomes across touchpoints. He said the state pilot will focus on interagency data sharing first and could later expand to include community providers.
Task force members asked about data granularity and the handling of sensitive health information. Longo said the platform is configurable and that data elements would be determined by ABPP and participating agencies; fields can include demographics and service outcomes as required. Participants noted different legal and privacy constraints across agencies and that the pilot will need to operate within applicable consent and data access rules.
ABPP and CSG will continue planning and host breakout sessions so each agency can define participation and data elements. Unite Us and ABPP intend to meet agency stakeholders to refine design and onboarding.
